For the duration of the Cold War, the North Atlantic Treaty Organization stood at the very center of Western European defense strategy. As the alliance's largest and most powerful member, the U.S. bore a large share of the organization's costs, with more than half of the NATO's annual budget coming from the United States, in addition to the 300,000 American soldiers stationed in Europe. For years America assumed primary responsibility for the defense of its western allies, but by the 1980s changes in military technology and a buildup of Soviet military forces caused a reexamination of military strategy, leading policymakers on both sides of the Atlantic to question whether the European members of NATO should be doing more to provide for their own defense.
