Lawrence Gostin, Professor of Law and Professor of Public Health, The Johns Hopkins University; Director, Center for Law and the Public's Health, Georgetown University Law Center discusses the challenges and dilemmas faced by public health professionals. He also discusses the "Model State Emergency Health Powers Act" for which he was the primary author. This program focuses on the ethical dimensions of the public health enterprise itself, e.g., the decision making in creating and implementing public health policy. It also raises the possibility of conflicts between civil liberties and property rights and prevention and emergency preparedness.
