Does Access lead to Utilization? The case of health care in India
I examine whether improving access to medical facilities and health care services enhances utilization and directly affects health outcomes, and factors that cause variation in patterns of health care utilization across different states of India. Survey data from the India Human Development Survey is used to study the impact of access to healthcare on its subsequent utilization and to ascertain if access improved over time, leading to greater utilization. The findings of this study will thus provide an explanation for the relationship between access and health care utilization and if availability and accessibility are important factors in determining future health outcomes.
