Opinion outlining the Court’s reasoning for finding that the 2015 Certifications contain the required statutory elements and the targeting and minimization procedures conducted pursuant to the 2015 Certifications comply with 50 U.S.C. 1881a(d)-(e); and the minimization procedures to be implemented regarding information acquired under 702 certifications comply 50 U.S.C. 1881a(d)-(e).
Approving NSA §702 certifications, amended certifications, and accompanying targeting and minimization procedures, and rejecting amicus curiae Amy Jeffress’s constitutional concerns regarding the querying of data using U.S. persons’ information.
