Holding that the targeting and minimization procedures used in this case are consistent with the requirements of 50 U.S.C. §§1881a(d)-(e) and with the Fourth Amendment, noting government noncompliance in relation to purging domestic U.S. communications and subsequent NSA dissemination of intelligence reports containing the data that should have been purged, and finding that the NSA’s process for purging §702 communications now in place is consistent with its targeting and minimization procedures.
