Held that Bivens remedy did not extend to investigative reporter and her family members’ Fourth Amendment claims against Attorney General and Postmaster General and that the AG and Postmaster General were entitled to qualified immunity from liability for ECPA violations in suit alleging intrusion into personal electronic devices in violation of First and Fourth Amendment, ECPA, SCA, Computer Fraud and Abuse Act, FISA, and state law.
