Abstract
What is it that makes a public policy last over time? What factors explain the durability of a program in the face of different contexts, changes of government and divergent socioeconom-ic conditions? There is a variety of programs in Argentina whose implementation has been maintained over decades, transcending the changes in the scenarios in which they are applied. This research, framed within the study of public policies, uses the Advocacy Coalition Framework approach, within the theoretical current of policy change, to answer this question. In this sense, it analyzes the Federal Program of Productive Reconversion for Small and Medium Agricultural Enterprises (Cambio Rural) of the National Institute of Agricultural Technology (INTA), which in 2020 completed 27 years of implementation.
