Typescript copy 'report' from '"M"' [...] to 'the envoys' [...], numbered 300/350. With news from a republican point of view under the headings 'opium conference' (as of February), 'Shannon scheme' (the offer of American funding), 'Vatican' (Marquis MacSweeney is still the (Free State) channel of communication - with the Vatican), 'Mountjoy executions'. Adding comments on the character of the dominion state which cannot sign international treaties and cannot make extradition arrangements with a foreign state; citing the case of a Belgian subject recently seized in Dublin; also adding comments on O'Higgins's problems with Figgis and the Sunday Times.
