    Abstract
    The problem of unemployment in Argentina is one of those that occupies the main stage in the public agenda, together with others such as security or economic index such as inflation and the exchange rate. However, access to employment is even more difficult for young people, whose unemployment rate doubles and sometimes even triples depending on the analyzed district. In response of that, the Ministry of Labor, Employment and Social Security of Argentina began in 2008 the Youth with More and Better Work program, in order to generate an improve in the employability of young people between 18 and 24 years. The goal of this work is to analyze the distribution of this policy executed between the argetinian National Government and the local governments (municipalities) between the year of its launch and the year 2015, when the administration of former President Cristina Fernández de Kirchner ended in this country. The geographic area of interest, the 34 municipalties of the Greater Buenos Aires Agglomeration (AGBA), was selected due to its great electoral interest and the power of its local rulers, whose playroles are also analyzed in this study. Through the use of descriptive statistics, comparative analysis and the use of control variables, we intended to investigate which behavior patterns the actors played in the distribution of this public policy had, in order to understand the advantages it had for its beneficiaries and what impact it had in a population estimated at more than eleven million people. The secondary sources used were statistics provided by the Ministry of Labor, Employment and Social Security of Argentina in 2017.
