Illustrated Civil War envelopes with patriotic symbols, slogans and cartoons, mostly Northern, including a few Southern ones.
Lady Liberty is holding up the Union flag in her left hand and holding a sword in her right hand. The Union flag appears to have been added after the rest of the image had been done. Lady Liberty is holding onto the flag pole at a rather high point. In addition, Lady Liberty's left hand appears to go through the Union flag while it is wrapped around the flag pole.
