This thesis analyzes the factors that facilitated the implementation of the National Program for Family-Based Agriculture Support (PRONAF) in Rio Grande do Sul, Brazil. This policy involved public and private actors.; It was sought to demonstrate that the interaction between coordination mechanisms and financial incentives included in the design of the program and certain attributes of the actors involved in the program was essential to explain the success of the implementation.; One of the main conclusions is that the presence of certain attributes of the actors involved such as strong agricultural traditions and the importance of family farmers, along with the existence, experience, background and territorial presence of different public and private actors are important. However it is possible, through the operation of coordination mechanisms and financial incentives, to enhance those attributes and even more, create conditions for the emergence of new actors or attributes.
