This thesis explores the evolution of Lashkar-e-Tayyiba (LeT) since its inception. It analyzes changes in LeT's organizational structure, targeting patterns and objectives, and recruitment and support networks over time. It argues that Pakistan's national security establishment has sought to maintain LeT as a strategic asset and that LeT has shifted its focus away from liberating Kashmir to stoking Hindu-Muslim discord across India.
