This essay uses a typology to identify factors behind the success or failure of defense procurement. It also uses case studies to do a comparative assessment over a period of time that cuts across a range of defense procurement examples in addition to a range of possible explanations. The case studies used are the F-22 Raptor fighter jet, the V-22 Osprey tilt-rotor aircraft, and the Mine Resistant Ambush Protected vehicle program. This essay distills a list of factors associated with success and failure and applies them to the F-35 Lightning II Joint Strike Fighter by examining policy implications and makes policy recommendations.
