Evaluación de los Sistemas de Compras Públicas Provinciales: El Caso de la Provincia de San Luis
As part of the process of the State Reform, Public Procurement Systems (PPS) can provide powerful tools for promoting greater efficiency, transparency and economic development considering that public procurement can represent up to 15% of GDP of a country. In Argentina, recent initiatives are verified in this field at the provincial level, which they have not yet been studied in depth.This study - that aims to help feed the limited literature on the subject - analyzed the PPS of San Luis, because it`s an interesting experience which have incorporated a number of innovations in the field of administrative reform and e-government. The objective of this work is to assess the current status of the system within the framework of State reform and specifically their institutional characteristics and regulations, identifying strengths and weaknesses in the different constitutive and complementary areas of PPS.The findings - as a result of the analysis of key informant interviews, surveys state suppliers and the application of a methodology proposed by the OECD- highlight the important efforts of the provincial government of San Luis in terms of mechanisms development that improve the management of the resources, identifying the following PPS strengths areas: (i) information and communication technology (ICT) implementation, (ii) the Supplier State Rating System, (iii) the Quality Portal, which facilitates interaction with sector public users of the PPS, (iv) the mechanisms of control over the procurement process, (v) and the existence of an online Provider State Registry, that stimulates competition.It also could be emphasized PPS improvement areas, among which can be highlighted: (i) expansion of the digitalization of the PPS; (ii) increase the coverage of PPS to public works, (iii) and improve the impact of the PPS on the budget planning and on the executing unit's coordination. Many of these aspects that need to be improved seem to be more in the area of political decisions that in the sphere of technical and PPS employees. An additional outcome of the study is the possibility of transferring the methodology and results of the work to other PPS, contributing to the future research agenda in this field.
