Problems With Institutional Review Board Inconsistency

An evaluation of inconsistent decision making by institutional review boards (IRBs) is discussed. Reasons for inconsistencies are explored; they include, for example, value differences between institutions and varying community attitudes. Implications of the uneven decision making are examined and suggestions are made for improving IRB consistency to assure the public that protection of subjects in human experimentation is adequate.
