The Recombinant DNA Advisory Committee of the National Institutes of Health approved a proposal to loosen the NIH Guidelines on federally funded DNA research while keeping the rules mandatory. The committee rejected a proposal that would have made the guidelines completely voluntary out of fear that this action could lead to overly tight restriction by state and local governments. Committee members were also concerned about the potential risks of some gene-splicing experiments. (KIE abstract)en
