At a recent meeting, the NIH Recombinant DNA Advisory Committee (RAC) relaxed its restrictions on field testing of genetically-engineered plants, permitting researchers to proceed without a formal exemption from RAC rules as long as they follow general guidelines on the types of tests permitted and obtain the approval of local institutional biosafety committees and a small RAC "plant working group." In view of congressional interest in establishing a new commission to monitor human genetic engineering, RAC also discussed the possibility of expanding its responsibility to include oversight of the use of recombinant DNA in humans.
