The Phoenix Memo: Rationing Dialysis for Indian Patients

The Phoenix, Arizona, Area Indian Health Service (IHS) has decided to stop covering renal dialysis or skilled nursing care for new patients. Dr. David Ogden, president of the National Kidney Foundation, charges that the decision constitutes an unacceptable form of rationing lifesaving care for one subset of the population. The move has also prompted speculation about further cutbacks in IHS services, raising questions about who should be responsible for the health care of American Indians, most of whom are not covered under Medicare. The Senate's Select Committee on Indian Affairs plans to hold hearings on the issue. (KIE abstract)
