Medical Research: Mandatory Ethics Recommendations
Nature. 1983 Jan 13; 301(5896): 103.

The Council will recommend that ethics committees be mandatory in hospitals and universities engaged in medical research. It is expected that these moves will promote uniform requirements for projects and universal acceptance of the Council's guidelines on medical research. (KIE abstract)
