Reports of plans for commercial traffic in human organs have spurred Congress and the Administration to propose a clearinghouse to coordinate donation of organs. The Administration is backing a private group for the task, while congressional proposals would establish a national clearinghouse, limit transplants to hospitals meeting federal criteria, and ban the sale of organs.
