The author compares neonatal intensive care and programs for the care of handicapped children in Great Britain, Sweden, and the United States. Recognizing that the free enterprise system is incompatible with the socialist model of health care delivery, he proposes steps that medical teams, parents, and public policy planners could take to bring standards of care for the handicapped in the U.S. closer to those of Britain and Sweden.
