Getting Ready for the PSDA: What Are Hospitals and Nursing Homes Doing?

...We conducted an informal survey of a nonrandom sample of twenty-four hospitals and three nursing homes, as well as other provider groups that have been involved in the development of and discussion of the PSDA (for example, the American Hospital Association, the American Association of Homes for the Aging, and the Society for the Right to Die). The survey revealed the following trends. Overall, there is growing awareness that the PSDA exists and that the 1 December deadline for implementation is approaching fast. At the same time, many providers are reluctant to create or formalize their plans for compliance until they see the final form of the regulations issued by the Health Care Financing Agency (HCFA). Uncertainty about the federal regulations is compounded in those states where state law is still being developed or revised. Moreover, the general language of the draft legislation has fostered a good deal of confusion and anxiety about precisely what institutions must do to meet their new obligations....
