A Perinatal Ethics Committee on Abortion: Process and Outcome in Thirty-One Cases

We undertook an evaluation of PEC [perinatal ethics committee] decision making about termination requests received between 1 August 1988 and 31 July 1989 in four stages. First, to characterize respondents' general background and approach to abortion dilemmas prior to the study period, we assessed the clinical experience, professional training, and abortion attitudes and beliefs of PEC and ob/gyn department members by questionnaire....Second, to evaluate the efficacy of the PEC mechanism, a research associate conducted a retrospective review of all inpatient and outpatient medical records one year before and through the study period with ICD-9-CM discharge codes that suggested an induced abortion....Third, we asked PEC members to choose medical and nonmedical factors that they considered "most important in deciding whether to permit the termination." In addition, to describe the interactions of PEC members in assessing and deciding cases, a nonparticipating sociologist trained in small-group analysis observed five meetings....Fourth, we asked requesting physicians to evaluate the PEC, using questions derived from an ethics consultation service evaluation.
