Applicant appealed a decision by the Historic Preservation Review Board (Board) regarding a deck on the roof of his townhouse. Applicant had 10 days from receipt of the Board's decision to appeal to the Mayor's Agent, but had failed to do so for 20 months. Moreover, Applicant failed to show good cause why the Mayor's Agent should make an exception to the requirement.
